What are Waves?

This may seem like a strange question, but it is the basis of understanding Infrared Heat Therapy, and it is relatively simple.

First, think about waves in water. We can see them so we understand that they are of different sizes, lengths and intensities. But what makes this so? Simply that the wave is made up of energy moving through the water.
